It must\nnot post comments, add labels, close, or assign anything. If the\nmaintainer asks for stats and also wants an action, redirect to\n`issue-triage`, `issue-stale-sweep`, or `issue-fix-workflow`.\n\n**Golden rule 2 — reuse `issue-stale-sweep`'s staleness definition.**\nThe staleness panel and stale-candidate hero card depend on the same\n`warn_days` \u002F `close_days` thresholds and the same last-activity logic\n(`updated_at` \u002F last-comment timestamp) that `issue-stale-sweep` uses.\nBoth skills must agree on \"is this issue stale\".\n\n**Golden rule 3 — one query per batch, not per issue.** Fetch the\nentire open-issue list in paginated batches. Never call a per-issue\ndetail API inside the main loop; use the fields available in the list\nquery.\n\n**Golden rule 4 — include a legend with every render.** Column\nabbreviations and colour codes in the detailed table and area panel\nmust have a printed legend. The hero cards and recommendation panel are\nself-explanatory and don't need one.\n\n**Golden rule 5 — state the input scope up front.** Before rendering,\nprint one line summarising what the stats cover: tracker name, total\nopen issue count, cutoff date for closed-this-week, and viewer login.\n\n**Golden rule 6 — recommendations are deterministic, not opinions.**\nEvery action surfaced in the \"What needs attention\" panel comes from a\nfixed rule table. The skill never editorialises. Capture\n   the viewer login for the scope line.\n2. Issue a trivial read against `\u003Cissue-tracker>` (single-issue fetch for\n   any open issue) to confirm connectivity.\n3. Read or initialise the scratch cache at\n   `\u002Ftmp\u002Fissue-backlog-stats-cache-\u003Cproject-slug>.json`. The cache maps\n   `issue_number → (updated_at, triage_status)` so a re-run inside the\n   same session skips re-classification.\n4. Read thresholds from `\u003Cproject-config>\u002Fstale-sweep-config.md` if it\n   exists; otherwise use framework defaults (`warn_days: 90`,\n   `close_days: 180`).\n5. Read the area-label prefix from `\u003Cproject-config>\u002Fissue-tracker-config.md`\n   or `\u003Cproject-config>\u002Fscope-labels.md` (framework default: `area:`).\n6. **Override consultation** — apply any adopter overrides from\n   `.apache-magpie-overrides\u002Fissue-backlog-stats.md` if it exists.\n7. **Drift check** — compare `.apache-magpie.local.lock` vs\n   `.apache-magpie.lock`; surface and propose `\u002Fmagpie-setup upgrade` on\n   mismatch.\n\nA failure at step 1 or 2 is a **stop**. Batch size of 100 is safe.\n\n---\n\n## Step 2 — Classify triage status per issue\n\nFor each open issue, determine exactly one triage class:\n\n| Class | Condition |\n|---|---|\n| `UNTRIAGED` | No comment from a collaborator (`OWNER`, `MEMBER`, `COLLABORATOR`) that contains a triage-proposal marker (the string `Triage proposal` for GitHub Issues, or the project's configured marker from `issue-tracker-config.md`). |\n| `TRIAGED` | A collaborator triage-proposal comment exists. Issue has no linked open PR and no assignee. |\n| `IN-PROGRESS` | A collaborator triage-proposal comment exists AND the issue has an assignee or a linked open PR. |\n| `STALE-CANDIDATE` | `days_since_updated >= warn_days` regardless of triage status. When both `IN-PROGRESS` and `STALE-CANDIDATE` apply, the issue is counted in both (staleness is orthogonal). |\n| `SKIP-SECURITY` | Title or first comment contains security signals (see Golden rule 7). Excluded from all aggregate counts. |\n\nCache the class per `(issue_number, updated_at)` in the scratch cache.\n\nFor GitHub Issues, collaborator status is determined by `authorAssociation`\n(`OWNER`, `MEMBER`, `COLLABORATOR`) on each comment. For JIRA, use the\n`isStaff` flag or the role list from `\u003Cproject-config>\u002Fissue-tracker-config.md`.\n\n---\n\n## Step 3 — Aggregate by area\n\nGroup each issue by every area-prefixed label it carries (e.g., `area:api`,\n`area:scheduler`). An issue with multiple area labels contributes to each\ngroup. An issue with no area label lands in the pseudo-area `(no area)`.\n\nPer area, compute:\n\n- `total` — total open issues.\n- `untriaged` — issues with class `UNTRIAGED`.\n- `triaged` — issues with class `TRIAGED`.\n- `in_progress` — issues with class `IN-PROGRESS`.\n- `stale_candidate` — issues with class `STALE-CANDIDATE`.\n- `age_buckets` — histogram of `[\u003C 7 d, 7–30 d, 30–90 d, > 90 d]`.\n\nAlso compute a `TOTAL` row where each issue is counted exactly once (NOT\nthe sum of per-area counters — issues with multiple area labels would\ndouble-count).\n\nCompute the **pressure score** per area:\n\n- untriaged, > 90 d old → 5 pts\n- untriaged, 30–90 d old → 3 pts\n- untriaged, \u003C 30 d old → 1 pt\n- stale-candidate → 2 pts each (regardless of triage status)\n- everything else → 0 pts\n\nSort areas by pressure score descending; render the top 8.\n\n---\n\n## Step 4 — Health rating + recommendations\n\n### Health rating\n\nApply thresholds to the TOTAL row. **\"Untriaged non-stale\" means issues\nthat are `UNTRIAGED` AND have `is_stale_candidate == false`** — exclude\nevery stale candidate from this count, even untriaged ones.
